Boating Bills passed in Olympia
May 4, 2007 -- The Northwest Yacht Brokers Association lobbyist Chuck Foster has been working hard down in Olympia to represent the needs of the industry and to help promote business. Some bills that were recently signed into legislation were SHB 1002 (Sale and use tax exemption on out of State vessels) and ESSB 5112 (Auctioning of Vessels).
The other bills that have so far passed the house and are making their way though government are; SHB 1651 (Boaters Activity Account), EHB 1525 (Regulatory Fairness), and SHB 2039 (Marine Resources Committee). Descriptions of the bills that were written into law are described below.
SHB 1002
Brief Summary of Substitute Bill
• Provides a sales tax exemption for vessels purchased in Washington by
Non-resident individuals, if the individual acquires a permit, and remains in the state for no more than 12 months.
• Provides a use tax exemption for vessels brought into Washington by nonresident individuals if the individual acquires a permit and remains in the state for no more than 12 months.
• Exempts nonresident individuals in possession of a use permit from the
requirement to register a vessel with the Department of Licensing for 12 months.
ESSB 5112
Provides that an auction company licensed under chapter
18.11 RCW and licensed as a motor vehicle dealer under chapter 46.70 RCW may sell at auction, without registering as a vessel dealer, all vessels that a vessel dealer is authorized to sell, so long as the sale of vessels is incidental to the auction company's primary source of business and the length of any vessel being sold is no greater than twenty-five feet.

Brief Summary of Substitute Bill
• Creates the Puget Sound Partnership, a new state agency, to clean up and restore
the environmental health of Puget Sound by the year 2020.
• Creates an action agenda to achieve clean-up and restoration goals.
• Creates four organizational entities within the Puget Sound Partnership
